POSITION: Business Services Supervisor

SALARY: $26.

REPORTS TO: Public Safety Director
LOCATION: Nespelem, WA
Basic Functions: Prepares and converts inmate files and/or public records for placement into the Colville tribal Correctional Facility indexed document retention, archiving, and permanent storage and retrieval system.
Conducts manual and computer-aided archival research of required/requested documents, public documents, administrative documents, personnel files, government reports and documents, etc.
Performs secretarial and clerical support duties, including composing of routine documents, and receiving and recording of routine contracts, leases, and service agreements.
MINIMUM QUALIFICATIONS:
Education and Training:
Typically requires Bachelor's Degree from an accredited college or university in a field related Business Administration/ Accounting or closely related field and 3-5 years’ experience.
Or 5 years’ experience in a related or relevant position in the public or private sector
Knowledge, Skills, and Abilities:
Requires extensive knowledge of Public Law 93-638, grants and contract compliance.
Requires knowledge of modern office practices and procedures; thorough knowledge of filing; considerable knowledge of business English and arithmetic, spelling and punctuation, vocabulary to prepare professional correspondence; thorough knowledge of the specific functions of a particular office.
Requires working knowledge of Tribal enterprise and government, department operations, policies and procedures.
Requires a working knowledge of and skill at using personal computer based software programs that support this level of work, including but not limited to word processing, spreadsheet, basic presentation graphics, special applications used by the organization unit, and data entry onto custom databases.
Requires knowledge of the Tribes procurement policies and procedures.
Requires previous experience with the Tribes Contract Processing Procedure.
Requires purchasing experience to include working with vendors, bidding processes and budgeting.
Requires the ability to conduct research, assist with presentations and program management as required.
Requires sufficient human relations skill to work productively and cooperatively with diverse teams, exercise patience when dealing with internal and external customers, and convey technical concepts.
Requires the ability to perform independently all of the duties of the position.
Requires the ability to handle multiple tasks simultaneously, organizational skill and time management.
Requires the ability to accurately take and transcribe notes and/or meeting minutes/recollections.
Must be able to learn, interpret, explain and apply knowledge of Tribal enterprises, government, and organization unit services, operations, programs, functions, special terminology used in day-to-day operations, and to relieve others of a variety of administrative details, and Microsoft Excel experience, including the ability to create and edit spreadsheets customized with templates, charts, graphs, functions and formulas.
Requires the ability to communicate with management, staff, and the community using patience and courtesy, and in a manner that reflects positively on the organization unit.
Requires the ability to organize and lead support services for a large office, independently carry out projects that involve other departments and sites, coordinate information gathering for reports and special studies, conduct research, and disseminate and maintain information designated for wide distribution.
Requires the ability to create and edit departmental memoranda, letters, and emails to ensure timely response to department inquiries and general customer service delivery.
Requires the ability to manage and monitor all program budgets.
Requires the ability to process, monitor and submit bills for payment through the requisition and voucher process.
Note: Pursuant to Tribal Policy, if this position is safety sensitive it is subject to pre-employment drug testing.
In addition, this position is subject to reasonable suspicion and post-accident drug testing.
TRIBAL MEMBER AND INDIAN PREFERENCE WILL APPLY; PREFERENCE WILL ALSO BE GIVEN TO HONORABLY DISCHARGED VETERANS WHO ARE MINIMALLY QUALIFIED.
If required of this position, you must possess and maintain a valid Washington State driver’s license and be eligible for the Tribes’ Vehicle Insurance.
In addition, this position may be subject to pre-employment background clearances.
If applicable, these clearances must be maintained throughout employment.
