" Position Summary The Deputy Public Works Director assists in the management of the Public Works Department and directly manages assigned divisions to contribute to achieving the Department’s mission and goals.
Essential Duties and Responsibilities The following examples of duties and accountabilities illustrate the general range of tasks assigned to the position but are not intended to define the limits of required duties.

Employee must comply with all County and department policies, procedures, WAC’s, or other regulatory bodies.
Assistance in Departmental Management: The position participates with the Director of Public Works in development of strategic plans and policies including standards of good practice; in development of budgets and fiscal plans; in program management and purchasing oversight; in determining equipment needs; and in developing departmental operating procedures.
Fiscal Administration: The incumbent manages the budgeting and expense accounting for the Department’s services with particular attention to control of expenditures under federal and state funded projects and their appropriate reimbursement.
The position assists the Department’s accounting services including complex cost accounting for labor and materials in road maintenance and construction.
Administrative Engineering: The position oversees the office engineering services of the Division including the maintenance of accurate legal records, county lands as well as compliance with regulatory oversight of maintenance and operations projects.
Staff Management: This includes selecting, training, developing and leading assigned staff as well as reviewing and evaluating their performance and providing useful coaching for their professional growth.
Education, Experience, and Licensing To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Required Valid Washington State Driver’s License.
Minimum six years of experience in public works management and/or design/construction/ maintenance Engineering; including project/program management, administrative procedures, management of complex records systems, accounting procedures, public works engineering, landfill, solid waste, road construction and maintenance operations and management of human resources.
Preferred Bachelor of Science degree in Civil Engineering or related field; Professional Engineer’s License; and/or Experience working in Government/Public Sector.
These skills and abilities typically are acquired through a combination of experience and training.
Experience may be substituted for education.
Language Skills: Ability to read and interpret policy and regulatory manuals.
Reasoning Ability: Ability to think complexly and evaluate many variables that contribute to complex issues; Ability to respond effectively to employees and evaluate priorities with providing effective resolution.
Teamwork and Leadership: Demonstrate the ability to interact well with others in a cooperative and effective manner.
Provide guidance for the Engineering & Road Maintenance divisions.
Communication: Ability to communicate with the public, outside agencies, elected officials, and department heads both verbally and in writing professionally and tactfully; Open communication with supervisor essential.
Guidance Required: Must be able to exercise considerable independent judgment; must be able to follow County policies and procedures.
Impact of Decisions: Decisions and work performed directly impacts other jobs within the county and the health and livelihood of county employees.
Working Conditions and Physical Requirements The work of the position is carried out in an office environment sitting at a desk or workstation with desktop computer and standing or sitting at a public service counter.
Occasional lifting of office paper supplies may be performed but is voluntary and incidental to the position’s purpose.
Travel is not required as a normal part of the job.
